THE PROBLEM:

During Covid-19 duty holders such as Property Owners and Managing Agents cannot schedule required inspection of critical equipment such as lifts, escalators and boilers because on the strain on resources of insurers’ engineers and the risk to them of entering large residential blocks.

17/04/20 UPDATE:

The HSE has relaxed its position slightly, adopting a proportionate approach towards enforcement action for non-compliance with statutory requirements attributable to Covid-19.

The HSE will take no action if the only failing is that examination and testing (TE&T) is not carried out by the required date.  

The law for Lifting Operations and Lifting Equipment Regulations (LOLER) and Pressure Systems Safety Regulations (PSSR) remain in place.
